The leaders and coordinators of the Phase One ex-agitators in the Niger Delta have denounced recent accusations against Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP). The criticism arose after a viral social media video accused Otuaro of leaking a classified Department of State Security (DSS) document about former President Goodluck Jonathan. In a press briefing in Port Harcourt, the Chairman of the Phase One Ex-Agitators, Henry Binidodogha, dismissed these claims, stating they were unfounded. He emphasized that the Presidential Amnesty Programme operates independently of the DSS, and that Otuaro had no role in the release of any DSS document.

The group also took issue with the video’s negative comments about High Chief Government Ekpemupolo, popularly known as Tompolo, calling such references baseless and harmful to regional stability. They argued that the repeated spread of these false narratives is a calculated attempt to tarnish Otuaro’s reputation and weaken his leadership within the Amnesty Programme.

In contrast, the Phase One Ex-Agitators expressed their strong support for Otuaro, highlighting the positive changes he has brought to the programme. They noted that under his leadership, the PAP has seen reforms aimed at better addressing the needs of delegates, beneficiaries, and the entire Niger Delta community. They commended Otuaro for his dedication to fostering sustainable peace, security, and development in the region.

The ex-agitators praised Otuaro’s strategic and inclusive approach, which they say has gained him widespread respect from regional stakeholders. They remarked that as a product of the struggle himself, Otuaro possesses a unique understanding of the programme’s mandate and is well-positioned to address the critical issues facing the Niger Delta. The ex-agitators underscored that his reforms have realigned the Amnesty Programme to benefit the community and bring stability to the area.
