Tinubu Moves to Fast-Track Justice Delivery as Ministry of Justice Goes Fully Digital

President Bola Tinubu remains firmly dedicated to building a justice system that delivers swift and effective outcomes for Nigerians.

 

This assurance was given by the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, during the official unveiling of the Enterprise Content Management System (ECMS) by the Federal Ministry of Justice in Abuja.

 

In a statement issued by his Senior Media Adviser, Kamarudeen Ogundele, Fagbemi explained that the ECMS is a digital solution designed to allow the ministry to generate, process, approve, store, and retrieve official documents electronically.

 

According to the minister, the launch of the platform signifies a decisive shift away from manual and poorly structured record management to a fully digital system. He noted that the digitalisation of correspondence, emails, and legal documents would eliminate long-standing bureaucratic delays that have hindered the administration of justice.

 

Fagbemi described the move toward a paperless work environment as a key component of the ministry’s digital transformation agenda, in line with Pillar 5 of the Federal Civil Service Strategy and Implementation Plan (FCSSIP25), as well as the President’s Renewed Hope Agenda and the National Policy on Justice.

 

He stressed that these policy frameworks are clear in their demand for justice institutions that are efficient, accountable, technologically driven, and capable of delivering timely services to citizens. In his words, the ECMS goes beyond being a technology upgrade, representing a broader governance reform aimed at strengthening institutional memory, enhancing decision-making, securing records, and promoting discipline, accountability, and streamlined workflows.

 

Fagbemi added that this is the benchmark for a modern justice system, reiterating the ministry’s objective of creating a justice sector that is efficient, forward-looking, and centered on the needs of citizens. He further noted that staff welfare and workplace modernization have remained top priorities under his leadership, in line with ongoing reforms across the civil service championed by the Office of the Head of the Civil Service of the Federation.

 

The minister expressed appreciation to the Aig-Imouekhede Foundation, Prof. Koyinsola Ajayi of Olaniwun Ajayi & Co., ministry staff, sister agencies, and development partners for their support in making the project a success.

 

Earlier in her welcome address, Mrs. Jeddy-Agba revealed that within the last eight weeks, the ministry had digitised 6,241 physical files, amounting to 331,297 pages, which were uploaded to the 1Gov Enterprise Content Management System.

 

She disclosed that the exercise went beyond document scanning, with the ministry achieving full official email coverage for all staff, conducting multiple levels of ECM and digital skills training, appointing departmental champions, and establishing standard operating procedures and workflows for document tracking and approvals.

 

Mrs. Jeddy-Agba noted that for years, service delivery in the ministry had been hampered by reliance on physical files, manual correspondence, and the delays associated with paper-based processes. She said the ECMS “Go-Live” ceremony marked the close of that chapter, as the ministry fully embraces a modern, paperless culture focused on efficiency, transparency, and improved service delivery.
