ENSIEC Releases Comprehensive Guidelines for Enugu State Local Government Elections: The Enugu State Independent Electoral Commission
(ENSIEC) has released a comprehensive guide outlining the rules and regulations for the upcoming Local Government Council
elections scheduled to take place on October 5, 2024. The guidelines are designed to ensure a smooth and fair electoral process,
and all political parties and candidates participating in the elections are expected to carefully review and comply with them.
According to the guidelines, political parties are required to obtain nomination forms (ENSIEC 7 and ENSIEC 7A) for the
Chairmanship and Councillorship elections between August 16 and 23, 2024. The completed forms must be returned between
August 25 and 30, 2024. Candidates are also required to submit photocopies of certain documents, including their birth certificate,
party membership card, permanent voters’ card, academic qualifications, local government letter of identification, and three-year tax clearance certificate.
ENSIEC Releases Comprehensive Guidelines for Enugu State Local Government Elections: the verification
The verification of candidates’ credentials will take place from September 1 to 6, 2024, at the respective Local Government
Headquarters for Councillorship candidates and at the ENSIEC headquarters for Chairmanship candidates. Political parties are expected
to conduct primaries for their Chairmanship and Councillorship candidates and provide a timetable for these primaries to ENSIEC.
The primaries must not be held at the same venue or on the same day as those of another political party, and must be monitored by ENSIEC officials.
The guidelines also outline the qualifications and disqualifications for Chairman and Councillorship candidates. To be eligible for
election to the office of Chairman, a candidate must be a citizen of Nigeria, at least 30 years old, and have attained at least a School
Certificate level (WASC) or its equivalent. Candidates who have voluntarily acquired the citizenship of another country, are adjudged
to be a lunatic or of unsound mind, are under a sentence of death or imprisonment for an offence involving dishonesty,
have been convicted of an offence involving dishonesty within the past ten years, are an undischarged bankrupt, are employed in
the public service and have not resigned, withdrawn, or retired from such employment thirty days before the election, have
been indicted for embezzlement of funds, have presented a forged certificate to the Commission, are a member of a secret society, or have been elected to the office of Chairman in two previous elections are disqualified from running for Chairman.

Similarly, to be eligible for election as a Councillor, a candidate must be a citizen of Nigeria, at least 25 years old, and
have attained at least a School Certificate level or its equivalent. Candidates who have voluntarily acquired the citizenship
of another country, are adjudged to be a lunatic or of unsound mind, are under a sentence of death or imprisonment for an
offence involving dishonesty or fraud, have been convicted of an offence involving dishonesty, are an undischarged bankrupt,
are a member of a secret society, or are employed in the public service and have not resigned, withdrawn, or retired from such employment thirty days before the election are disqualified from running for Councillor.
The guidelines also outline the procedures for the election, which will be held on a date appointed by ENSIEC. Voting will be
by open secret ballot in accordance with electoral law, and will take place on the same day and at the same time across the state.
Ward Returning Officers will collate votes and declare winners, and any disputes arising from the elections will be resolved through an election petition brought before an Election Tribunal.

Political party campaigns will begin on September 14, 2024, and end at 6:00 pm on October 4, 2024. Campaigns must adhere
to guidelines that prohibit the use of abusive or inciting language, restrict campaigns to the ward or council area of the candidate,
