The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed criminal charges against Dr. Bello Abubakar, the personal physician of former Kaduna State Governor and African Democratic Congress (ADC) chieftain, Nasir El-Rufai, over allegations that he issued a false medical report in support of the former governor’s bail application.
According to court documents filed by the anti-corruption agency, Abubakar, an oncology consultant at the National Hospital, Abuja, is facing a four-count charge bordering on alleged forgery, abuse of office and the provision of false information.
The ICPC alleged that the doctor prepared a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026, which was later presented before the Kaduna State High Court to support El-Rufai’s request for bail on medical grounds.
The commission claimed that the report contained false information and was deliberately prepared to influence the court’s consideration of the bail application.
In the first count, the ICPC accused Abubakar of knowingly providing false information capable of misleading a public officer, alleging that the report was intended to influence official decisions relating to the former governor’s case.
The second charge alleged that the medical consultant abused his office by issuing the report despite allegedly knowing that it did not accurately reflect El-Rufai’s true medical condition. The commission argued that the action was aimed at securing an undue advantage in the ongoing legal proceedings.
The anti-graft agency further alleged that Abubakar collaborated with one Aliyu Bala in producing information later relied upon in a further affidavit filed in support of the bail application.
In the fourth count, the commission accused the doctor of presenting the medical report as though it had been officially authorised and endorsed by the National Hospital, Abuja, despite claims that the institution neither approved nor authenticated the document.
As part of its case, the ICPC has listed the Chief Medical Director of the National Hospital, Abuja, Dr. Raji Mahmud, as one of its principal witnesses.
According to the commission, Mahmud is expected to testify that the report was issued without following the hospital’s established medical procedures and that it was never approved by the hospital’s management before it was allegedly submitted for use in the bail application.
The case is expected to proceed before the appropriate court, where the prosecution will seek to establish the allegations against the medical consultant.
