UBEC Partners with NIMC and Ministry of Education to Launch Unified National Learner Identity System

The Universal Basic Education Commission (UBEC) has officially declared its support for the Federal Government’s ongoing initiative to establish a centralized learner identification network across Nigeria.

The Executive Secretary of UBEC, Aisha Garba, announced this decision following a strategic meeting involving the Minister of Education, Dr. Maruf Tunji Alausa, and the Director-General of the National Identity Management Commission (NIMC), Engr. Abisoye Coker-Odusote.

The tripartite engagement primarily focused on advancing digital transformation within the Nigerian educational landscape and leveraging identity systems to dramatically improve overall sector planning, institutional transparency, and administrative service delivery.

According to the commission’s official statement, the new digital framework seeks to merge the National Learners’ Identification Number directly with the existing National Identification Number (NIN) and the overarching National Education Management Information System (NEMIS).

By consolidating these disparate data platforms into a single, cohesive database, the authorities aim to rectify long-standing issues surrounding inaccurate or highly fragmented student records.

Education experts and various stakeholders have previously warned that poor data management frequently jeopardizes accurate enrollment tracking, policy implementation, and the equitable distribution of government funding.

The implementation of this integrated verification system is expected to provide government planners and educational stakeholders with highly secure, verified data to guide evidence-based decision-making. UBEC emphasized that maintaining data integrity is absolutely vital for organizing and deploying inclusive basic education that leaves no child behind.

Furthermore, the combined technology will streamline student tracking throughout their academic lifespans, eliminate institutional corruption, and optimize how resources are budgeted and distributed to schools nationwide. Garba affirmed that UBEC remains fully dedicated to working alongside the Federal Ministry of Education and NIMC to lay a solid foundation for a digitally competent, modern, and future-ready academic environment.
